But wait, there's more!

This stuff is called Quiet Walk. Its a vapor barrier and pad that allows one to "float" a wood floor atop the radiant panels without nailing the flooring down.



A floated floor is glued in place, tongue into groove. The painter's tape is used to ensure the boards don't move while drying (though the fit is quite snug regardless).
